What is the UK E-Invoicing Mandate?

The UK government is exploring the introduction of a mandatory e-invoicing system for businesses. A public consultation, running from February 13 to May 7, 2025, aims to gather input on how e-invoicing could be standardized across the UK. The consultation focuses on reducing administrative burdens, improving cash flow, minimizing errors, and lowering costs for businesses.

The consultation also explores how e-invoicing data can enhance tax reporting and compliance. Key areas under review include whether e-invoicing should be mandatory, the appropriate scope, and the potential for real-time digital reporting. Tradeshift has been invited to participate in this consultation and has offered its advice to the UK government on how to best approach e-Invoicing compliance.

E-Invoicing in the EU: Learning from ViDA

The UK’s move towards e-invoicing aligns with the European Union’s “VAT in the Digital Age” (ViDA) initiative, which will make e-invoicing mandatory for cross-border transactions within the EU by July 1, 2030. Several EU countries are already advancing in this area.

Upcoming E-Invoicing Mandates in Europe:

  • Romania: Mandatory B2B e-invoicing via the e-factura platform is effective from July 1, 2024.
  • Germany:  Since January 1, 2025, businesses must be able to receive e-invoices. Mandatory e-invoice issuance will begin in 2027.
  • Belgium: Preparing for mandatory e-invoicing in 2026 using the Peppol framework.
  • Poland: Mandatory e-invoicing deadline confirmed for February 2026.
  • France: Phased mandatory e-invoicing through authorized providers called PDP (Plateforme Dematerialization Partenaire) with the first deadline for September 2026. Tradeshift is one of the first to receive the status of registered PDP (PDP immatriculée) since August 19th 2024. We have been recently included in “Le Grand Benchmark des PDP” report by The Invoicing Hub.
  • Spain: Will begin its e-invoicing mandate rollout in 2027.

These countries show a clear shift towards digitalizing financial transactions to improve compliance and transparency.
